Refiners on the Gulf Coast are restarting their operations as Tropical Storm Harvey moves to Louisiana.

Total Petrochemicals, Motiva Enterprises and Valero, the largest independent refiner in the U.S., began closing refineries which lowered refining capacity to 30% a day ago. But Marathon Oil and Valero were ready to restart their operations this afternoon.

"Port Arthur outages bring refining capacity to 3.04 million b/d, or 16% of total U.S. refining capacity," notes S&P Global Platts, an independent provider of information and benchmark prices for the commodities and energy markets.

"Assuming refiners cutting runs or are at 50% of capacity, the total downed capacity rises to 4 million b/d (22% of U.S. total), S&P Global Platts wrote online at 3:20 pm today.
